If you’re talking about signing up for ClickBank, you can do that here: http://www.clickbank.com/accountSignup.htm

If you mean signing up for HopAd Builder, you don’t need to sign up, you just need a ClickBank account. Please see my earlier comment for the vendor and affiliate articles on how to get started using it.
